 Perfect Citizen - A new defense against computer attacks in the U.S. The U.S. federal government launched a program to protect against threats, which was called Perfect Citizen. The purpose of this program is to identify cyber attacks on private companies, government agencies, infrastructure, energy (nuclear power plants, power lines). Supervision in accordance with the new program will provide the government agency National Security Agency. In this regard, the relevant computer network implemented sensors that monitor activity and analyze suspicious events in order to identify cyber attacks. The contract for the implementation of surveillance awarded to Raytheon Corp. Its cost is estimated at $ 100 million
The views of representatives of business and government are divided on the activities of National Security Agency. For example, some people believe that the program is Perfect Citizen is a fairly effective way to prevent potential computer threats. At the same time, opponents assert the view that the introduction of such a system is obsessive interference in the internal affairs of companies and organizations.
At the same time representatives of the military complex claim that the introduction of the program Perfect Citizen ought to do before that. In their view, carried out in accordance with the program of supervision does not affect the rights and freedoms of citizens. The sensor compared with the work of video surveillance cameras that are installed at strategic locations (banks, airports, government agencies, commercial organizations) and help to prevent the commission of physical crime. Similarly, the act and sensors in computer networks, but also prevent the commission of electronic crimes.
At the same time, representatives of the intelligence agencies of the U.S. note that the recent cyber threats are becoming more dangerous. Particular concern is the threat emanating from China and Russia. Because they express the view that surveillance of computer networks, energy systems and other infrastructure units is mandatory. However, representatives of security services refused to provide more specific information.
It is noted that the main area of program implementation Perfect Citizen will now antiquated computer systems, used for example in the infrastructure of the metro or airports. The fact is that at the time of their design and implementation are not taken into account such factors as the connection to the Internet and the provision of adequate security. However, during operation of such systems were still connected to various networks, including the Internet. Because we must first protect against cyber attacks precisely such objects.
The program is currently Perfect Citizen is still in early stages of implementation, initially, it will cover only the most important from the standpoint of national security of computer networks.
