Russia, which like China has loaned and invested billions of dollars in OPEC member Venezuela, called on Guaido to drop his demand for a snap election and instead accept mediation.

The White House has said Maduro lost legitimacy after an election a year ago condemned as rigged by the United States and many other governments around the world.

In a telephone call, US President Donald Trump congratulated Guaido on his "historic assumption of the presidency", giving him a new sense of legitimacy, the White House said.

With the crisis deepening a showdown between Washington and Moscow across various global flashpoints, Maduro also expressed "pleasure and gratitude" for Putin's help.

"They are very close in their criticism of what they see as the propensity of the United States and Europe to intervene and bring about regime change", Facon said.

The sanctions announced Monday against PDVSA are created to interrupt the flow of oil money to the government of President Nicolas Maduro, putting pressure on him to step aside and allow opposition leader Juan Guaido to fill in as interim president. On Monday, the U.S. imposed sweeping sanctions on the state-owned oil firm, PDVSA.

Millions have been left in poverty, while 2.3 million more have fled the country, unleashing a migration crisis in South America.

The president said that he would like them to support the dialogue in Venezuela.

Venezuela's opposition leader Juan Guaidó will sit down with FOX Business' Trish Regan tonight for an exclusive one-on-one interview since the United States announced its support for the interim president. The opposition argues Maduro's re-election last May was a sham.

The previously little-known Mr Guaido has re-invigorated the opposition movement by pushing for three immediate goals: to end Mr Maduro's "usurpation" of power, establish a transitional government and hold a new presidential election.

The U.S. State Department has increased its travel advisory for Venezuela to its highest level of warning - "Level 4: Do Not Travel".

A furious Maduro, 56, said Trump would have "blood all over his hands" if violence breaks out in Venezuela.

"If something happens to me one day, Donald Trump and Colombian President Ivan Duque will bear responsibility", Maduro said of his right-wing foes.

Colville said more than 40 people were believed to have been killed "in different manners" in the recent protests, including 11 people reportedly killed by "unidentified individuals" linked to incidents of looting.
