If they reject funding for departments unconnected to border security, Republicans could be seen as holding those agencies and their roughly 800,000 affected workers hostage to Trump's wall demand.

The Democratic proposal holds out one exception: The Department of Homeland Security, which oversees border security, would keep its current level of funding, with no new money for a border wall.

Democrats under House leader Nancy Pelosi were all but certain to swiftly approve the package in two separate votes on Thursday. "If you don't have the wall, you are going to have people coming in". Trump has promised to oppose any plan to re-open the government that does not include funding for his signature campaign progress.

Efforts to broker a solution since the shutdown began have failed and given way to a blame game between Democrats, Trump and other Republicans.

The Democratic legislation will mark the first major battle pitting the incoming Democratic House majority led by Nancy Pelosi against Trump and Senate Majority Leader Mitch McConnell, who has said his chamber will not consider any legislation that Trump would not support.

A spokeswoman for the ACLU said Monday that the group supports extending Homeland Security funding to February 8, which would allow newly empowered Democrats more latitude in determining the agency's budget for the remainder of fiscal 2018.

"It is with them", she said, explaining that Mr Trump is not reaching out to Democrats.

"This isn't that hard: All Senate Republicans have to do is pass legislation they have already supported on a bipartisan basis", said one House Democratic aide.

In one of the tweets on Monday, Trump reminded Democrats they have voted in favor of a border barrier twice before.

The deadlock has resulted in what is already the longest partial government shutdown since a 16-day standoff in 2013 over the Affordable Care Act.

The president signaled he'd reject their proposal, saying in a tweet Monday: "The Democrats will probably submit a Bill, being cute as always, which gives everything away but gives NOTHING to Border Security, namely the Wall". House Democrats will vote Thursday, the first day of the new Congress in which they'll be in the majority, to reopen the government with six full-year appropriations bills and a short-term continuing resolution for the Department of Homeland Security, according to a senior Democratic aide.
