President Donald Trump will nominate State Department spokeswoman Heather Nauert as USA ambassador to the United Nations, two White House officials said yesterday, tapping someone with no prior policy or political experience to deal with some of the world's thorniest issues.

Unlike Haley, she is not expected to have cabinet status, meaning that foreign policy decisions will remain firmly with Trump's hawkish national security advisor John Bolton, and Nauert's current boss, Secretary of State Mike Pompeo. She oversaw public diplomacy in Washington and all of the roughly 275 overseas US embassies, consulates and other posts.

The state department has made no comment.

In her new role, Nauert would be responsible for maintaining global support for economic sanctions against North Korea and continuing the Trump administration's unflinching support for Israel in the face of mounting scrutiny at the United Nations. "We obviously have a very long history with the Government of Germany, and we have a strong relationship with the government, and so we want to reaffirm the strength of our relationship with Germany".

Nauert, 48, has been back and forth between her husband and two sons in NY and her job in Washington, D.C. He said he thought she would be "respected by all".

Nauert has not been the first person from Fox News to be appointed in the Trump administration. "There are a lot of gorgeous people with only one thing to say who vanish from the scene".

She was a popular anchor on the Fox News show Fox and Friends, which Mr Trump was said to watch.

Haley rattled the United Nations when she arrived in January 2017 vowing that the United States will be "taking names" of countries that oppose Trump's foreign policy, particularly regarding Israel.

"She's excellent, she's been with us a long time, she's been a supporter for a long time", Trump told reporters on November 1.

Among its flaws, he cited peacekeeping missions that "drag on for decades", climate treaties that he said serve only to redistribute wealth and what he called its anti-Israel bias.

In that speech in Brussels, Pompeo questioned the value and credibility of organizations like the United Nations, the European Union, the International Monetary Fund and World Bank, saying they are in need of dire change if they are to continue to have US support or membership.

The two never established a close working relationship.

Some White House advisers were urging the president to consider another choice, believing that Ms. Nauert's lack of diplomatic experience would make Senate confirmation hard.

"The balance between Nauert's ambition and autonomy will be interesting", Ashish Pradhan, the International Crisis Group's senior United Nations analyst, said.
