Russian Federation has claimed that aspects of the USA missile defense system in Europe also violate the treaty. As MIT Professor Theodore Postol and others have shown, US-NATO missile-defense installments near Russian Federation now have the capacity to launch intermediate-range "cruise" missiles.

"When we see a coming strike on the territory of Russian Federation, we will retaliate". "We thought that such an initiative would be supported by all sensible forces".

The US withdrawal from the INF Treaty also reinforces the community's fears that New START will not be extended in 2021. This logic can be seen in the case of the withdrawal of the United States from the nuclear deal with Iran. After agreeing in principle, though informally, in February 1986 that all nuclear weapons should be eliminated, the following year they abolished an entire category of those instruments of mass destruction: nuclear-warhead-bearing missiles with a range of some 500-5,500 kilometers.

The vision, then, is a future of nuclear taboos coming unstuck as arms control falls apart.

Yet as Rod Lyon notes, arms control that is based on illusion-as he describes it, "on a diet of wilful blindness"-is not arms control at all".
