Trump Didn’t Have A Meeting Scheduled With Trudeau — But He Canceled It Anyway

WASHINGTON-Canada and the US have been engaged in "intense" NAFTA talks all week, a Canadian official said Friday, as they strived to reach a deal before the USA and Mexico started an official countdown to the possible signing of a deal that does not include Canada.

Lopez Obrador, widely known as "AMLO", has been actively involved in the negotiations to update the trade agreement. The 1994 pact underpins $1.2 trillion in annual trade and its demise would be enormously damaging, say economists.

More recently, Canada has pushed back on any new deal that would not provide explicit protections from United States tariffs on steel and protections from punitive tariffs on autos. But Lopez Obrador promised to stick to the preliminary deal to which Mexico has already agreed.

Chrystia Freeland, Canada's foreign affairs minister and chief Nafta negotiator, postponed a planned speech at the United Nations on Saturday, a signal of the Nafta push.

Meredith Lilly, an worldwide trade expert at Carleton University in Ottawa, said there's virtually nothing in the text that will take Canadian negotiators by surprise.

"The fact talks are still going on shows there are issues to be settled".

Trump's trade and manufacturing adviser Peter Navarro, speaking on Saturday to Fox News, struck an upbeat tone on the progress of talks. Even though Canada and the USA are at loggerheads, negotiations may continue. "If Canada doesn't make a deal with us, we're going to make a much better deal - we're going to tax the cars that come in". People familiar with the trade talks say he prefers dealing with Freeland instead of Canada's chief trade negotiator, Steve Verheul.

"A good and fair deal is still very possible - but we won't sign a bad deal for Canadians".

United States and Canadian negotiators were expected to work all weekend via secure video link, The Globe and Mail newspaper reported Saturday, citing sources in Prime Minister Justin Trudeau's administration and on the U.S. industry side.

"We're very unhappy with the negotiations and the negotiating style of Canada", Trump said.

In exchange for a compromise on the mechanism, Ottawa is set to bow to a USA demand to offer significantly more access to Canada's protected dairy market, said the source. As of Friday night, sources say that dispute has yet to be resolved. The Dairy Farmers of Canada lobby group did not respond to a request for comment.

The U.S. -Mexico deal would increase to 75 percent from 62.5 percent the share of each vehicle that must be produced in the United States to qualify for duty-free treatment. Ottawa has offered farmers compensation to make up for conceding market share in two earlier trade agreements. The United States has said Mexico agreed to eliminate a system of settlement panels to arbitrate disputes over anti-dumping and anti-dumping tariffs. The USTR's office reached out to automakers over the weekend to seek input about how the cap will work and how the vehicle quota will be apportioned, an auto industry executive briefed on the matter said. "That's the mother lode". "I think leaving Canada out of a new deal amounts to the Trump administration surrendering on fixing NAFTA".

The Trudeau government has branded the 232 tariffs illegal and insulting given the close security relationship between Canada and the US, including their shared membership in Norad, which defends North American airspace.

Ottawa is also seeking assurances that the United States will not, after signing a new NAFTA deal, turn around and hit Canada with punitive auto tariffs.
