US Russia spar over North Korea sanctions

Haley again accused Russia of pressuring an independent panel of United Nations experts to alter a report on sanctions against North Korea that contained "evidence of multiple Russian sanctions violations".

An August U.N. report revealed Pyongyang has not stopped its nuclear and missile programs and is still violating sanctions by transferring coal at sea.

During a fractious Security Council meeting on Monday, Haley said Moscow had tried to hide "systematic" violations of the 15-member body's penalties on Pyongyang and pressure United Nations experts into altering a report on the implementation of the sanctions. "It must end its concerted effort to cover up evidence of sanctions violations", she said.

Since the historic Singapore summit between U.S. President Donald Trump and North Korean leader Kim Jong-un in June, Pyongyang has called for an easing of the sanctions in return for steps toward denuclearization.

Haley added that Washington has evidence of these alleged violations, which include helping the North get banned fuel and refusing to expel a blacklisted North Korean. She specifically cited a Russian vessel, the Patriot, which has been filmed transferring refined petroleum to a North Korea-controlled tanker, as an example of sanctions violation.

"Despite its repeated support for United Nations sanctions, Russian Federation is actively working to undermine the enforcement of the Security Council sanctions on North Korea".

"Why, after voting for sanctions 11 different times is Russian Federation backing away from them?" she said.

They also called for the administration to increase its diplomatic efforts to compel all parties to comply with United Nations sanctions.

But Nebenzia said Haley put a hold on the report the following day, so it is the United States that is blocking release of the report and "the ball now is in your court".

The leaders adopted a joint statement under which North Korea agrees to full nuclear disarmament of the Peninsula, and the United States provided security guarantees.

Haley said the United States prevented publication of the "tainted" report that removed allegations against the Russians and demanded the release of the initial version.

Noting the progress that has been made toward building trust and reducing military tensions, including the halt to nuclear and missile tests by the North, she said that "a foundation has been established to make tangible progress on the core issues" through the inter-Korean and North-U.S. summits.

The raucous meeting highlighted divisions between the United States, which is pushing for sanctions to be fully enforced on North Korea, and Russian Federation, which argues that incentives must be offered to Pyongyang to move forward.

China's ambassador Ma Zhaoxu likewise declared sanctions a "dead end" and warned, "Resorting to force will bring nothing but disastrous consequences".
