"As a result of the irresponsible actions of the Israeli military, 15 Russian servicemen were killed, which is absolutely not in keeping with the spirit of Russian-Israeli partnership", said Russian Maj. The ministry threatened to retaliate over what it called a hostile act.

A second official confirmed that Israel was responsible for the missile strikes on the Syrian regime. "But, without any doubt we need to seriously get the bottom of what happened", Putin told reporters.

According to the Russian defence ministry, 15 people were on board the I1-29 turbo prop plane at the time of its disappearance. Though Syria claimed to have downed numerous missiles fired by the USA in April 2017 and 2018 in response to chemical weapons use, they never provided any evidence.

Putin said the Kremlin will look into circumstances surrounding the incident.

Russia's Tass news agency said the Ilyushin Il-20 reconnaissance plane had "disappeared during an attack by four Israeli F-16 jets on Syrian facilities in Latakia province".

"By using the Russian plane as a cover, the Israeli air pilots made it vulnerable to Syrian air defense fire", Konashenkov said.

When asked for comment about Monday's attack, an Israeli military spokeswoman said Israel did not comment on foreign reports.

"Syria calls on UN Security Council to take firm and immediate measures to hold Israel accountable for its terrorism and crimes in violation of the Charter of the United Nations", Jaffari said at a Security Council session on the situation in Syria on Tuesday.

It said Syrian forces mistakenly downed the Il-20 reconnaissance plane with an S-200 air-defense missile as they attempted to fight off an attack by Israeli planes.

COSTLY ALLIANCE The fate of the 14 people on board the missing plane is unknown, and a rescue operation has been organised out of the Hmeymim base, the ministry said.

An Israeli air force's F-16 launched an attack on targets near Syria's Latakia on Monday around 10pm (1900 GMT) when a Russian Il-20 was landing, he said.

It says Israeli jets flying in the same area near Latakia in the north put the plane directly in the line of the anti-aircraft fire.

Prime Minister Benyamin Netanyahu has invested a lot in the relationship with Russian President Vladimir Putin in order to maintain freedom of operation against Iran in Syria.

After the incident, Russian Defence Minister Sergei Shoigu told his Israeli counterpart, Avigdor Lieberman, that Moscow held Israel wholly responsible, Russian news agencies reported.

A few hours later Gary Koren, the Israeli ambassador in Russian Federation, was summoned to the Foreign Ministry in Moscow for a talk.

So far nothing indicates Russian military bases have been targeted, but Syria-based correspondents have reported Russian air defences operating. Israel says it will not tolerate Iran's growing presence in Syria.

Pompeo said the incident underscores "the need to end Iran's transit of unsafe weapons systems through Syria".

Both the Russians and Israelis agree it was Syrian anti-aircraft fire, although Syria has not commented.
