President Donald Trump is rapidly losing favour among independent voters and has a low approval rating in general despite a strong economy, two new polls show, providing fresh warning signals for the president and the Republican Party ahead of the midterm elections.

The House Republican lawmakers revealed on Monday, Sept. 10, their plan to make the 2017 tax cuts for individuals more permanent with the intent to sway the voters for the upcoming elections in November, per Bloomberg. The solid Republican majority in the House almost ensures passage before the November elections.

But experts say House Republican leaders could have trouble mustering the 216 votes needed to pass the measure, given the prospect of widening the federal budget deficit already swollen by a round of tax cuts in December.

The most controversial provision in the bill is SALT, which caps deductions for state individual income sales and property taxes.

"Adding another several hundred billion dollars to the deficit is something that I think some Republicans are going to really think hard about", said John Gimigliano, who heads federal tax legislative and regulatory services at the audit, tax and advisory firm KPMG LLP. Deficit hawks as well as Democratic lawmakers - who were unanimous in opposing the tax legislation previous year - are asking how the Republicans intend to pay for the extended tax cuts.

Experts claim the rule affects high-tax states like California, New York and New Jersey - all which have highly contested midterm races. But that has been undercut on the campaign trail by worries about Trump's policy on trade tariffs and a lack of evidence that tax cuts have delivered promised pay increases to workers.

House Republicans said the legislation on the tax cuts would add to economic momentum and create 1.5 million new jobs in the long run, citing numbers from the nonpartisan Tax Foundation.

The cuts passed in December are projected to add an estimated $1.5 trillion over a decade to the federal deficit, the difference between Washington's spending and the taxes it collects.

"If this were likely to be enacted in the near term, those numbers would be hard to square", said David Noren, a tax partner with the law firm McDermott, Will & Emery. In addition, the Republican plan would allow the popular, tax-free 529 college savings accounts to also be used to pay for apprenticeship fees and home schooling expenses, as well as to pay off student debt.

Critics have said the proposed changes would primarily benefit the wealthiest taxpayers, while Republicans have argued their tax cuts help fuel the American economy by putting more money in consumers' hands. Mueller's approval rating stands at its highest level in CNN polling, rising 3 points since August, a shift within the poll's margin of sampling error.

Small businesses are benefitting the most. That's four points below his previous 2018 low of 35 per cent approval among political independents in CNN polling, and one point below his previous all-time low among independents in polling reached in November 2017.

With midterm elections barely two months away, the second crack at tax cuts outlined Monday is portrayed as championing the middle class and small businesses.
