Earlier in the year the US Senate passed an amendment reinstating a trade ban on ZTE, though it failed to pass the House and as a result was dropped for the time.

The measure also includes provisions created to improve how the Defense Department handles reports of sexual assaults among the tens of thousands of children and teens who live and go to school on the military bases where their parents serve.

This is the first time the defense authorization bill has been enacted before the start of the fiscal year since the fiscal 1997 measure was signed into law on September 23, 1996 by President Bill Clinton. "But if we ever did nobody has a chance", he said.

MSNBC's Andrea Mitchell condemned President Donald Trump's failure to mention Sen.

Huawei P20 ProPresident Donald Trump today signed the new National Defense Authorization Act (NDAA) for 2019, which includes a ban against government agencies using devices or electronic components sold primarily by Chinese firms Huawei and ZTE.

Although the vast majority of the bill is directed towards more traditional aspects of national security, a few clauses, specifically sections 886 and 889, point the finger at the two Chinese vendors.

Trump later made a reference to McCain at a political fund-raiser in Utica, New York, knocking him - as Trump does repeatedly - for voting against a bill to repeal parts of President Barack Obama's signature healthcare reform law previous year.

Huawei said the inclusion of its products in the act was "ineffective, misguided and unconstitutional".

The Congress however, chose to restrict the United States government or anybody working with the government from using technology from Huawei, ZTE and various other Chinese communications firms.

Huawei and ZTE have always been in the crosshairs of U.S. law- and policymakers. Chinese officials say it sets "long-term strategic competition with China" as a top priority and includes measures that aid Taiwan.

McSally made the trip across the country to the Army's Fort Drum and was rewarded with a shout-out from Trump, although not an endorsement.

Separately, the NDAA authorizes spending $7.6 billion for 77 F-35 Joint Strike Fighter jets, made by Lockheed Martin Corp.

The Act comes after the deal between ZTE and the Commerce Department of the US.
