The Supreme Court on Tuesday cautioned the Union government Tuesday against any coercive actions based on the findings of the draft National Register of Citizens (NRC) report and directed them to evolve a process to deal with the claims of the excluded 4 million.

"On completion of verification of all applicants, the complete draft is being published", the government said in a statement.

"If their names are not in the final draft, it doesn't mean that these people are illegal", Hajela told Al Jazeera.

"We have achieved a milestone of publishing the first complete draft NRC (National Register of Citizens)", Shailesh, the registrar general of India who uses one name, said at a press conference.

Four family members did not figure on the list, said Habibur Rahman, in the district of Sonitpur, about 200 km (124 miles) east of Guwahati.

"I don't know why my name is not there".

Critics see the citizenship test as a measure supported by Modi's Bharatiya Janata Party (BJP) aimed at driving out minority Muslims. "States also have right to deport them", the Home Minister had said. "We are going to fight it out".

Under the BJP government, which came to power in 2016, some 15,000 people were declared foreigners a year ago alone - which means more than 1,000 per month.

Scores of people were chased down and killed by machete-armed mobs intent on hounding out Muslim immigrants in 1983.

The Centre has despatched 220 companies of the central armed police forces to gear up security in Assam and the neighbouring states.

"No person is allowed to be harassed and no-one is allowed to create fear or panic".

Sailesh, who uses one name, said those left out can file appeals by September 30. The final list will be referred to the Foreigners Tribunal, and those left out can appeal to the courts. "If Bengalis say Biharis can't stay in Bengal, South Indians say North Indians can't stay there and North Indians say South Indians can't stay there, what will be the state of this country?"

It was published on the intervening night of December 31 and January 1 where names of 1.9 crore people out of the 3.29 crore applicants were incorporated.

Some Hindus were also not on Monday's list.

He said that a confusion is being spread that the names of Indian citizens have been removed from the list, just to mislead the people. "We will apply once again and submit whatever documents are required to prove our citizenship".
