President Donald Trump and his United States delegation intend to raise the issues of arms control, Ukraine, Syria and election meddling during their meeting with Russian President Vladimir Putin, a senior administration told reporters Thursday.

The Washington Post recently reported that the Pentagon was evaluating the cost of transferring or withdrawing the troops - the biggest contingent outside the United States. The U.S. and other large North Atlantic Treaty Organisation allies have also formed a rapid response force, which would ideally be capable of arriving in an area of an incursion quickly.

Kay Bailey Hutchison, the USA representative to NATO, said the major theme of the NATO summit would be the trans-Atlantic alliance's "strength and unity", despite repeated criticisms by Trump of alliance members who have yet to meet a commitment to boost their defense spending.

Critics accuse President credulity and draw attention to the fact that his personal rhetoric against Russian Federation and Putin differ from the actions of his administration.

"A change in atmosphere can change a whole lot else", the official said.

Last month, a G-7 meeting in Canada turned sour when Trump disparaged allies and refused to sign a joint statement.

Also in the teleconference, Kay Bailey Hutchison, the US envoy to the North Atlantic Treaty Organization (NATO), said Russian Federation would be a key topic at the NATO summit in Belgium next week.

As previously reported "FACTS" before the USA presidential Advisor for national security John Bolton said that the upcoming meeting trump and Putin could improve relations between the two countries, and one of the topics at the meeting may be a possible return of Russian Federation to the Big eight.

Poland, Romania and the Baltic nations of Estonia, Latvia and Lithuania have been asking the USA for additional troops for several years. The U.S. spends about 3.5 per cent.

Members of the western military alliance have agreed on a goal of each country devoting 2 percent of GDP to defense within a decade.

He added that Trump hopes the meeting "can help reduce tensions and lead to constructive engagement that improves peace and security around the world because you can't solve problems if you're not talking about them", but said: "the ball really is in Russia's court".

"My guess is that that will be part of the discussion as well, but I don't want to get ahead of the possible summit conversations", Huntsman said.

As part of this plan, Trump could mothball US bases in Europe and shift most resources spent there and in the Atlantic to the Indo-Pacific region, where China and Iran pose real threats to America-and against which NATO is irrelevant.
