Tom Marquardt, the former editor and publisher of the Capital Gazette, told ABC News last week he first "crossed paths" with Ramos in 2012 when the newspaper wrote a story about the now alleged suspect in connection with a stalking case. "I further certify I then did proceed to the office of respondent Capital-Gazette Communications ... with the objective of killing every person present".

The White House denied a previous request to lower flags that Annapolis Mayor Gavin Buckley made through the state's congressional delegation, Buckley said Monday. Ramos waged a long legal battle with the paper over a column it published about him, and his lawsuit was eventually dismissed.

A spokeswoman at city hall in Annapolis had said earlier the mayor was "extremely disappointed" his suggestion was not initially approved.

Killed in the rampage were Gerald Fischman, Rob Hiaasen, John McNamara, Rebecca Smith and Wendi Winters.

He said Ramos tracked the former high school classmate on line and tormented her for years. The suspected shooter was arrested and has been charged with five counts of first-degree murder.

Ramos "continued to rant on his Facebook page to a point that we were feeling threatened physically from what he was saying", Marquardt said.

On Monday, Buckley said that while the state of Maryland had ordered flags lowered in honor of those killed at the Capital Gazette, Trump declined the bid for federal recognition.

Some have also pointed out that President Obama also faced criticism in 2015 for failing to quickly issue a proclamation that the flag be flown at half-staff for five USA service members who were killed by a gunman at a naval reserve center in Chattanooga, Tenn.

A judge dismissed the case, but Ramos took matters into his own hands, threatening reporters by name via a Twitter account he created specifically to bash the newspaper. They sought solace with laughter and amusing memories, but sobs occasionally punctuated the ceremony. He was remembered for his love of family and enduring pride in his job.

"These guys, they don't make a lot of money". But it wasn't just his height that made the nickname ring true to those who knew him best.

Cowherd, an author who worked with Hiaasen for years at The Baltimore Sun, described him as an open, fun-loving man who found humour in everything. "I thought he was smart and amusing and wise", Tyler said before the gathering began.

When Ramos resumed contacting the woman in January 2011, she went to the police again, obtaining two misdemeanor criminal harassment charges and also a peace order prohibiting Ramos from contacting her. Ramos pleaded guilty in July 2011 to harassment.
