The governor said that requests had been made to build "infrastructure" in the cave leading to the pocket where the teenagers and their coach are located.

"We are fairly sure that the boys are around 2km into the cave system, of which nearly a kilometre of that is through flooded passages ... where the water meets the roof", he said.

A video shared by the Thai Navy captured their first contact. A first meal is being prepared for the group to be sent down in sealed pouches, with the team having already received energy gel sachets and paracetamol.

"When the weather deteriorates, the cave might flood again to the extent that diving might not be possible and they could be cut off for a considerable length of time", Whitehouse said. "Thirteen, brilliant!" the diver replies - the number accounts for the entire missing party. They were discovered after they went missing more than a week ago.

Thailand's Prime Minister Prayuth Chan-ocha said of the boys' discovery that "everybody is a hero".

"They're 2 miles in, it's an arduous trip".

Pattaya Beach, the section of the cave where the boys are sheltering on a mud bank, is 5km into the 10km cave network and the conditions of the dive are treacherous, with nearly no visibility and rushing waters.

Divers from the British Cave Rescue Council have participated in the rescue so far, and its Assistant Chairman Gary Mitchell told the BBC that the cave system is about 10km long.

Anupong admitted that this option was risky because diving in such a condition is highly challenging due to the narrow passage and negative factors including darkness.

None of them know how to swim, Dr Thongchai said.

The Tham Luang cave complex is regularly flooded during the rainy season which lasts until September or October. "And now you're looking at taking people who have no experience or very little experience with diving and putting them into a complete blackout situation, where they have to rely on a regulator and the tanks with them to breathe", Anmar Mirza, a cave rescue expert, told CNN.

The Thai rescue team was joined by two British rescue divers who found the boys late Monday.

Other rescue teams are searching the mountainsides for another entrance to the cave.

Twelve boys and their football coach trapped in a Thai cave are alive, but will need to learn to dive or wait months for flooding to recede before they can get out, the army says. They will start to be evacuated in about 12 hours.
