The general consensus holds that Shane will appear in flashback, or possibly in one of Rick's stress-induced hallucinations, but we suppose there's nothing stopping him from turning up as a zombie. It makes sense that the series would reflect on Rick's journey over the course of the series, and Shane was a major part of that journey in the show's early seasons.

That being said, Jon's Shane probably won't be magically resurrected or return as a walker, obviously.

The Walking Dead looks to be losing two of its longest running stars in the upcoming ninth season. Fans know that he met a fairly definitive end after being stabbed by Rick and then, once he was a zombie, shot in the head by Carl. A bearded Bernthal actually returned for a brief cameo in season 3 courtesy of a Rick Grimes vision at Woodbury, but has not been seen since.

After the actor was spotted with fellow castmates Andrew Lincoln and Norman Reedus, TVLine has confirmed that Jon Bernthal will be returning to The Walking Dead next season to reprise his role as Shane Walsh.

No premiere date for The Walking Dead season 9 has been announced. Namely, Lauren Cohan's moving on as Maggie Rhee after seven and a bit years on the show and so is Rick Grimes himself, Andrew Lincoln, who's been the face of the hit AMC drama for the entirety of its run. You can't help but wonder if it might be better for the writers to start pursuing an endgame for the show overall.
