NCAA passes reform that allows athletes to transfer without permission

How the redshirt rule change will alter how college football teams use freshmen

The NCAA announced on Wednesday a new rule that will allow players to participate in up to, but no more than, four games while still being able to take a redshirt year.

This new exception permits football players to not lose a year of eligibility in their five-year window if they play less than five games.

The Division I Council adopted a proposal this week that creates a new "notification-of-transfer" model.

The NCAA has already recommended its Division I Student-Athlete Experience Committee discuss how the redshirt rule could be applied beyond football.

While conferences can still vote to create more restrictive legislation - such as preventing in-conference moves - this ruling should decrease the number of instances in which schools block players from transferring.

Now, coaches will be able to.

The long-awaited transfer reform ended up being a narrow change, but should provide more freedom for athletes to transfer when and where they want.

The transfer working group initially was looking at uniform rules across all sports.

But there is another factor that should come into play when we contemplate changing the transfer rules.

Usually, a coach will play a true freshman or transfer immediately if it justifies not burning their redshirt. Under the new system, passed with an October 15th effective date, a player gives his school notice of his plan to transfer. Coaches at one school can get a message to a great player at another school that the door would be open to a transfer.

In recent seasons, Stoops also has lamented having to play guys who probably needed an extra year of development to reach their full potential, specifically mentioning players like defensive back Marcus McWilson and wide receiver Charles Walker.

Could LSU coach Ed Orgeron apply that this season to his quarterback situation? Nearly all of them stayed, many became starters, All-Americans or National Football League players at their new positions. Essentially, if a coach wants to use a player, or more appropriately "try out" a player, they can do so and can then decide to keep the player's redshirt intact by discontinue their playing time as long as it does not exceed four games. Now, freshmen can see some playing time on special teams or in a bowl game and not burn an entire year of their college career. "I never make a decision on a redshirt until we get into a season".

Miami Athletic Director Blake James, the Division I Council Chair, said it's a move that will benefit both players and coaches. "Redshirt football student-athletes are more likely to remain engaged with the team, and starters will be less likely to feel pressure to play through injuries". This not only gives younger players on-field experience, but a chance to keep their eligibility.

To address one specific concern, the Council specified that midyear enrollees can not use the exception to play a bowl game before their first academic term.
