Volunteers and crews with trained dogs had been methodically hunting for 39-year-old Eddison Hermond.

Lopez, who was attending a birthday party with Hermond and her husband, said Hermond left the party to help a woman rescue her cat. "He has done so much for me in my life and that's just him", Joe Lopez, Hermond's friend explained to FOX 5.

"We're deeply saddened to learn that the body of Sgt. Eddison Hermond has been found". The National Weather Service issued a flash flood emergency late in the afternoon for Ellicott City, a town 10 miles west of Baltimore, warning of an "extremely unsafe and potentially catastrophic situation".

"This is an extremely risky and potentially catastrophic situation", the NWS said, adding that at least five roads in Baltimore have been shut down due to flooding.

Howard County Executive Allan Kittleman has told reporters his immediate priorities were finding Hermond and assessing the condition of damaged buildings, shops and restaurants. Particularly worrying, Kittleman said, is a 25- to 30-foot-wide hole just north of Main Street, where the ground and road appear to have buckled under the weight of the flooding.

Governor Larry Hogan declared a state of emergency for the flooded area before traveling there himself late on Sunday.

"We need to ensure the area is safe", Howard County said in a tweet. On Sunday, the community received some 8 inches (20.32 centimeters) of rain over a six-hour period, most in an intense, three-hour period, Muccilli said.

Ellicott City certainly got the worst of it.

The National Weather Service said a flash flood warning has been issued for the area, calling it an "extremely unsafe situation" and urging motorists not to attempt to navigate flooded roads.

Earlier this month, the Federal Emergency Management Agency awarded the state $1,044,224 for flood-mitigation efforts in Ellicott City. Cars were seen bobbing in the water as people looked on from the upper floors of buildings.

Two people died, hundreds of vehicles were damaged and several buildings were destroyed in the July 2016 incident.
